DEFINITION OF KEY PERFORMANCE INDICATORS

The safe and humane custody performance indicator is a composite indicator comprising of the following individual indicators;
- Number of escapes
- Reduction of *untoward incidents (%)
- Compliance to Mandela rules (%)

Untoward incidents are defined as incidents that compromise the safety of inmates and officers such as but not limited to;
- Smuggling of contraband into the facilities
- Correctional institutions and holding cells riots
- Assaults
- Sodomy
- Suicide
- Self-harm
- Theft
- Gang activities
- Hostage taking

The crime reduction (%) key performance indicator is a composite indicator comprising of, clearance rate and reduction of crime registered
Recidivism rate is an international key performance indicator used in correctional service management to measure rehabilitation and reintegration.
